Conservation That Continues After Certification: The Concrete Contribution of Diver Awareness to Blue Carbon Ecosystems
A Public Article on Rubelis Beyond's Connection to the COP31 "Oceans and Seas" Action Agenda

1. Why We Are Publishing This Article
COP31 will be held in Antalya, Türkiye, from 9 to 20 November 2026, under the joint presidency of Türkiye and Australia. The summit's official "Oceans and Seas" Action Agenda explicitly defines its goal as: "Protecting marine ecosystems and unlocking the potential of blue carbon for climate resilience."
We are publishing this article ahead of COP31, for the public and the diving community, with a simple aim: to show that Rubelis Beyond — a reading-based awareness programme developed for certified divers — contributes to this global goal not as an abstract statement of goodwill, but as a concrete mechanism supported by independent research.
Core Claim
Millions of certified divers worldwide are technically competent, yet interact with the sea without any systematic post-certification awareness support. Independent academic research shows that this gap carries a real ecological cost — well-trained, environmentally conscious divers cause measurably less physical damage than other divers visiting the same ecosystem. Rubelis Beyond is a field-tested programme designed to fill exactly this gap.
In this article we present, in order: our direct connection to COP31's blue carbon goal, our independent scientific evidence base, concrete excerpts from the Rubelis Beyond curriculum, the mechanism of impact, and our call to the industry and the public.
2. Direct Connection to the COP31 Blue Carbon Goal
COP31's "Oceans and Seas" Action Agenda formally defines its goal as: "Protecting marine ecosystems and unlocking the potential of blue carbon for climate resilience." This goal has four core focus areas: blue carbon integration, coastal ecosystem resilience, ocean observation and data partnerships, and support for coastal communities.
Rubelis Beyond contributes directly and measurably to two of these four areas:
2.1. Blue Carbon Integration — Through Diver Behaviour
Blue carbon ecosystems (seagrass meadows, mangroves, salt marshes) are physically fragile. Diver-caused physical contact (fin strikes, sediment disturbance, poor positioning) can directly reduce these ecosystems' carbon storage capacity. Rubelis Beyond is an educational intervention that deliberately changes how divers interact with these ecosystems.
2.2. Ocean Observation and Data Partnerships — Positioning the Diver as "Observer"
Peer-reviewed academic research (PLOS One, 2018) shows that divers often notice ecological events such as coral bleaching before official managers do. The same research found that interest in citizen science is statistically significantly higher among advanced/professional certified divers than among divers with basic certifications. Rubelis Beyond is a programme that deliberately prepares the diver for this "observer" role.

The findings below are not Rubelis Beyond's own claims — they are verified facts compiled from independent, peer-reviewed, or official institutional sources.
3.1. The Real Scale of Blue Carbon Ecosystems
- Mangroves and salt marshes remove carbon from the atmosphere roughly 10 times faster than tropical forests (U.S. National Oceanic and Atmospheric Administration — NOAA).
- These ecosystems store 3–5 times more carbon per acre than tropical forests — because most of this carbon is held in underwater soils that can remain undisturbed for centuries (NOAA Fisheries).
- Seagrass meadows cover only about 0.1% of the world's seafloor, yet store approximately 11% of the ocean's buried organic carbon (NOAA Climate.gov).

- Barker & Roberts (2004), published in Biological Conservation, studied 353 divers and found that contact rates were associated with experience, briefing quality, and equipment use.
- A 2023 study conducted in Hong Kong (So et al.) reported a measurable gap between recreational divers' environmental intentions and their actual underwater impact — meaning good intentions alone are not sufficient; structured awareness is required.
- Research examining diver behaviour shows that well-trained, environmentally conscious divers cause measurably less physical damage than other divers visiting the same area.
3.3. The Effect of Post-Certification Awareness on Citizen Science

This finding independently validates Rubelis Beyond's core thesis: technical certification alone is not sufficient to engage divers in marine conservation activity. What is needed is structured, post-certification awareness development — precisely what Rubelis Beyond offers.
4. The Post-Certification Gap — Scale and Consequences
PADI alone has issued over 30 million cumulative certifications worldwide; an estimated 6 million-plus divers are currently active. This represents an enormous field of potential impact — in both directions.
Existing certification systems rightly focus on technical safety: pressure equalisation, air consumption, safe ascent procedures. This is life-saving, indispensable training. But no standard certification curriculum systematically confronts the diver with questions such as: how slowly does this ecosystem grow? What does my one second of contact cost in years of growth? Below are genuine excerpts from two chapters of Rubelis Beyond's twelve-chapter Beyond Diver programme that speak directly to blue carbon and marine ecosystem protection themes.
5.1. The "Guest" Chapter — Seagrass Meadows and a Direct Blue Carbon Reference
"Seagrass meadows (Posidonia oceanica and other species) form one of the world's most important ecosystems. On their own, they provide fifteen percent of the ocean's total carbon storage capacity — storing carbon at two to four times the rate of terrestrial forests per unit area... 6. Mechanism of Impact: From Knowledge to Behaviour
Rubelis Beyond's claim is not the simplistic causality that "knowledge automatically changes behaviour" — this claim is explicitly rejected within our own curriculum:

This is an honest framework, fully consistent with the academic literature on behaviour change. The programme's mechanism of impact consists of the following steps:
- Structured knowledge transfer (the real growth rates and fragility of blue carbon ecosystems)
- Emotional/experiential connection (real case narratives, the "guest" metaphor)
- Reflective inquiry ("thinking breaks," exercises for evaluating one's own behaviour)
- Behavioural framework-building (internalised understanding rather than memorised rules)
This four-step structure directly targets the "knowledge–behaviour gap" documented in environmental education literature — engaging deeply with the question of "why," rather than simply stating "do not."
7. Institutional Credibility and Commitment to Independent Verification
Rubelis Beyond operates on the principle of grounding its claims in independent verification rather than its own marketing:
- A White Paper titled "What Happens After Certification?", grounded in 15 academic sources, has been published, sharing the programme's research foundation and theory of change publicly.
- An independent diving industry expert reviewed all twelve chapters of the programme line by line, auditing them for safety language, scientific accuracy, and field realism.
- A formal invitation for academic collaboration has been sent to Sports Sciences, Psychology, and Underwater Technologies departments at universities in Türkiye, inviting them to independently test the programme's impact using their own academic methods.
- An independent pilot research protocol has been proposed to measure the programme's impact, with a commitment to share results transparently — positive or negative.
8. Our Call to the Industry and the Public, Ahead of COP31
Protecting blue carbon ecosystems is not only a matter decided at the policy tables of governments and major institutions — it is shaped, consciously or not, by the daily underwater behaviour of every diver, on every dive.
- Our call to dive centres and instructors: treat post-certification awareness not as an optional extra, but as the natural continuation of training.
- Our call to industry organisations: integrate blue carbon literacy into the recommended post-certification content of existing certification systems.

Rubelis Beyond has given its own answer to each of these calls — but we cannot do this alone. Ahead of COP31 gathering in Antalya this November, and beyond, we want this conversation to grow across the industry.
9. Conclusion
Protecting blue carbon ecosystems depends as much on the daily underwater behaviour of millions of individual divers as it does on large-scale policy decisions. Rubelis Beyond is a field-tested model that addresses this behavioural dimension, supported by independent research.
COP31's "Oceans and Seas" goal — advanced through the policy-level work of states and major institutions, and through the transformation of individual divers' underwater behaviour — together form a complementary whole. Rubelis Beyond represents the human-behaviour dimension of that whole.
